    The Neo-Fisherite Rebellion



    Over the last three years, a quiet rebellion seems to have sprung up in macroeconomic circles. So far, it's limited to a few whispers, a couple of papers, and the odd blog post or dinner speech, but it represents a striking break from conventional thinking. And despite my best efforts, I find myself unable to convince myself that it's wrong. The rebellious idea - which I've decided to call "Neo-Fisherite" - is that low interest rates cause deflation, and high interest rates cause inflation......AND STAGFLATION DON'T EXIST

    First, the basic idea. The Fisher Relation says that nominal interest rates are the sum of real interest rates and inflation:

    R = r + i

    That's not an assumption, that's just a definition (actually it's an approximation, but close enough,,,,,AMERICA IS INFLATION FREE

O que têm em comum um cheque esquecido, 74 mil euros no banco e um milhão em comícios?

Parecer da Entidade das Contas sobre a campanha das legislativas de 2011 aponta para irregularidades de todos os partidos, à excepção do PAN.

Os partidos têm sobre os ombros mais um acórdão do Tribunal Constitucional (TC) sobre o financiamento dos partidos políticos e a campanha eleitoral de 2011 que culminaria com a constituição do Governo de Passos Coelho. O documento sobre as últimas legislativas aponta despesas que podem não ser “razoáveis” ou “elegíveis”, angariação de fundos para a campanha já depois da data das eleições e, outra vez, o polémico “reembolso do IVA”.
Das 17 forças políticas que concorreram ao sufrágio, o Partido pelos Animais e pela Natureza (PAN) foi o único a quem não foi apontada qualquer irregularidade pela Entidade das Contas e Financiamentos Políticos (ECFP) . O acórdão, assinado à cabeça pela conselheira Ana Maria Martins, foi realizado após o parecer da ECFP e ilibou vários partidos, entre eles o BE, de futuras multas.
O PÚBLICO sabe que as legislativas de 2011 foram as primeiras em que a Entidade permitiu aos partidos rectificarem a sua contabilidade ao longo do processo de auditoria e essa é a explicação para a queda abrupta das irregularidades. Mas embora em muito menor número do que nos anos anteriores, há falhas que se repetem e o documento segue agora para o Ministério Público, a quem compete determinar a aplicação de multas.
Recaem sobre os partidos com assento parlamentar, entre outras, falhas como a abertura de mais do que uma conta bancária para a campanha (CDU), despesas com um suporte documental deficiente (PS e CDS), depósitos de angariação de fundos feitos depois das eleições (PSD), impossibilidade de verificar se se tratam de despesas “elegíveis” (PSD) ou de despesas “razoáveis” (PS).
Além do PAN, BE, Movimento Partido da Terra (MPT), Partido Humanista (PH) , Partido Operário da Unidade Socialista (POUS) estão a salvo de futuras multas. O TC considerou regulares as contas dos referidos partidos. O parecer da ECFP ainda alegou que não era possível verificar a razoabilidade das despesas com salários ou pagamento a fornecedores por parte do Bloco, mas o TC considerou a queixa improcedente.
Já os quase 74 mil euros de transacções bancárias da CDU não passaram no crivo do TC. O pagamento de despesas foi realizado através de contas bancárias da coligação encabeçada pelos comunistas e não através da conta específica para a campanha. A coligação ainda alegou tratar-se de contribuições realizadas pelo próprio PCP e PEV, mas os juízes disseram que a justificação não é "verdadeira".
E há também o caso do cheque extraviado do PSD, apenas no valor de 160 euros. Diz o partido que o dito se “extraviou”, depois ficou “esquecido” e foi depositado mal foi “redescoberto”. Mas o depósito, quatro meses depois das eleições, não convenceu os juízes.
A adjudicação a duas empresas que organizaram jantares e comícios da campanha de José Sócrates pelo valor total de quase um milhão de euros sem uma prévia "consulta ao mercado" também merece dúvidas do palácio Ratton.
Os quatro milhões do PS
A devolução do IVA ao Estado voltou a levantar celeuma, à semelhança do que tem sucedido desde 2010. A ECFP diz haver “incerteza” quanto ao procedimento dos socialistas. A questão é complexa, ou seja, para definir o montante máximo de subvenção estatal que os partidos recebem, as despesas apresentadas não devem incluir o IVA, cujo reembolso é solicitado em separado para que não suceda o chamado “reembolso em duplicado”.
No caso concreto, as despesas da campanha de Sócrates em 2011 ascenderam a mais de quatro milhões de euros. A título de subvenção pública, o PS recebeu mais de dois milhões de euros e solicitou mais de seiscentos mil euros de reembolso do IVA, recebendo cerca de meio milhão. Concluiu, por isso, o TC que a imputação da Entidade das Constas sobre a "incerteza" na campanha socialista não colhe, já que "qualquer que seja o método de cálculo", o PS gastou mais do que recebeu do Estado.
Multas de 2009
Esta quinta-feira foi ainda divulgado o acórdão relativo às legislativas de 2009, que conduziriam Sócrates a um segundo mandato de primeiro-ministro. Salvou-se o BE. O TC condenou os restantes partidos com representação parlamentar.
Com o encargo mais pesado, os partidos que compõem a coligação CDU - PCP e PEV - serão obrigados a desembolsar 9450 euros. O TC deu como provadas violações diversas, não tendo sido possível identificar, por exemplo, origens e montantes de angariação de fundos através de contas bancárias.
Logo depois da CDU, o CDS terá de pagar ao Estado 8900 euros. Tal como o PSD e o PS que enfrentam multas, respectivamente, de 7150 e de 6050. Em causa estão a violação do dever geral de organização contabilística e de rectificação das contas da campanha. Os juízes do Ratton exigiam ainda ver, de acordo com a lei, documentos comprovativos de “cada acto de despesa contabilizado”.
Do leque dos partidos que concorreram ao sufrágio, o mais penalizado é o PNR, com dez mil euros de multa para pagar.
